Policies: Borrowing from the Circuit

These policies apply to Cal State San Marcos researchers.

Who can request Circuit items

Circuit ordering is available only to the following Cal State San Marcos patrons with a campus ID, current validation sticker, library barcode, registered in the PAC (Catalog), and in good standing.

Eligible Patrons include:

  • Cal State San Marcos Faculty
  • Cal State San Marcos Teaching Assistants
  • Cal State San Marcos Staff
  • Cal State San Marcos Students
  • Cal State San Marcos Distance Education Students (registered in courses at the Southwest Riverside or Sorrento Valley campuses)

Limitations

All eligible Cal State San Marcos patrons may order and have up to 20 Circuit items on their record at any given time.

Any circulating material located in the Circuit catalog which does not have an “AVAILABLE” status in the Cal State San Marcos Library may be ordered. This includes:

  • Required textbooks
  • Recreational reading

Loan period & restrictions

Circuit materials are checked out for 28 days.

Materials borrowed through the Circuit may not be placed on Reserve.

Renewals

Circuit materials are eligible for renewal seven days after checkout.

Two 28 day renewals are permitted provided there are no holds on the item at the home library.

Renewals can be requested for overdue items but overdue fees will be accrued.

Recalls

The home library reserves the right to recall Circuit materials at any time. Recalled materials must be returned to the Cal State San Marcos Library Circulation Desk immediately.

Overdue & Lost Material

Circuit materials must be deposited in a book drop or returned to the Cal State San Marcos Library Circulation Desk on or before the due date.

Overdue fees of $1.00 per day are assessed up to a maximum of $15.00.

When Circuit materials are 15 days overdue, they are considered lost and the patron is billed for their replacement. Replacement costs for Circuit materials are as follows:

  Item Charge: $100.00
  Processing Fee: $ 25.00
  Billing Fee: $ 15.00
  Total: $140.00

If a patron believes they have already returned a billed Circuit book, they are encouraged to file a “Claims Returned” at the Library Circulation Desk. The material will be thoroughly searched for in the Cal State San Marcos Library as well as at the home library. Material which is located is permanently cleared from the patron’s record. “Claims Returned” material which is not found must be paid for by the borrower.

Damaged material

Circuit materials must be returned in the same condition as they were received. Access Services staff checks the condition of all items it processes, checks out, and checks in for use by our patrons and notes any damage found.

Examples of damage include but are not limited to the following:

  • Any lead, ink, or highlighter markings
  • Stains of any kind
  • Pet chewed covers or spines
  • Torn or cut pages
  • Folded page corners
  • Water damage– includes damage caused by any fluid
  • Use of post-it notes*

*Although Post-It notes can be easily removed from pages, they leave a chemical residue behind that can cause long term damage to the books. It is recommended that you use index cards or strips of paper for page markers and/or note taking.

Materials returned with damage are sent to the Library Acquisitions Unit where repair costs are estimated. The Lending Library is notified of the damages and the patrons returning the damaged materials are billed for the repairs.

Materials with excessive damage must be replaced. The replacement cost for damaged material is as follows:

  Item Charge: $100.00
  Processing Fee: $ 25.00
  Billing Fee: $ 15.00
  Total: $140.00

Loss of Borrowing Privileges

Once a Circuit book is billed, all Library privileges are suspended and a hold is placed on the student’s registration.

Patrons’ library privileges will be reinstated within 2 days of returning all overdue Circuit materials and paying the overdue fees or paying all replacement costs.
