These policies apply to other
libraries wanting to request materials from
the Cal State San Marcos collection.
Who
can request from Cal State San Marcos
Interlibrary Loan service is available
to any public, academic or corporate library
through their established library liaison
staff.
Interlibrary Loan requests will not be
accepted directly from individual requesters.
The requesting library accepts full responsibility
for any charges, losses, or damage which
may occur as a result of the transaction,
including the loss of material during
shipment to or from the requesting library.
Submitting
requests
Requests from libraries may be sent via
OCLC, Mail, Email, Fax or Ariel transmission.
Requests will not be accepted over the
telephone.
Non-OCLC requests must comply with the
Interlibrary Loan Code for the United
States and be submitted on the standard
American Library Association (ALA) Interlibrary
Loan request form, both of which are located
on the ALA website: Interlibrary
Loan Code for the United States.
Direct-to-Patron Loans
Direct Interlibrary Loans to patrons
from other libraries must be arranged
in advance by authorized staff from the
requesting library.
The requesting library must send request
forms in advance, either online through
OCLC or on an authorized ALA Interlibrary
Loan form -- one request for each item.
The material will be pulled from the
stacks and processed for pick-up by the
patron within 48 hours.
Charges
Cal State San Marcos is part of the CSU
Interlibrary Borrowing System (ILBS),
a member of Library of California, and
OCLC’s Libraries Very Interested
in Sharing (LVIS). We have established
and welcome reciprocal agreements with
libraries from around the world.
We participate in OCLC’s Internal
Fee Management (IFM) billing program and
provide service at a reduced rate for
other participating libraries.
To better serve our International customers,
we also participate in the IFLA Voucher
Scheme payment program.

Invoice payment is accepted through check
or money order only. Payments must be
made payable to: “CSU San Marcos
Library.” No credit cards are accepted.
Methods
of shipment & fax policy
Loans are shipped to other CSU and some
UC campus libraries via the TRICOR courier
service. Materials going to out-of-state
libraries with street addresses are shipped
via UPS. Library Mail via U.S. Mail is
used to ship materials going to out-of-state
P.O. boxes and/or in-state libraries.
Other methods of shipment such as 1st
Class, Priority Mail, or Federal Express
may also be used for certain materials
to insure a safe and timely delivery.
Photocopies will be shipped via 1st Class
U. S. Mail, Ariel, or Fax.
Some photocopies may not be sent via
Fax or Ariel transmission:
- Documents over 25 pages
- Documents with graphics, maps, or
charts
- Documents copied from microforms
Loan
periods & restrictions
Most print materials loaned through Interlibrary
Loan are assigned a 4 WEEK loan period.
Due dates are always noted on the lending
strap and the attached paperwork.
Cal State San Marcos Library reserves
the right to limit access to its collections
and to impose conditions on loaned materials
in order to preserve the collection and
maintain accessibility for our researchers.
Some of these restrictions include:
Renewals
All Cal State San Marcos materials loaned
via Interlibrary Loan are Non-Renewable.
Recalls
Should any material which is loaned out
through Interlibrary Loan be needed by
a Cal State San Marcos researcher, we
reserve the right to shorten the due date
and recall the material. Recalled material
must be returned immediately.

Short-term Loan
Periods
All non-print media including CD’s,
DVD’s, and Videos are assigned a
short-term loan period of 1 week use.
Other items may be restricted to short-term
use at the discretion of the Lending Supervisor.
Theses
Interlibrary Loan will loan Cal State
San Marcos theses provided the library
holds a circulating, non-archival copy.
Interlibrary Loan will not make copies
of entire theses.
Lost
& damaged material
Any material which is loaned through
Interlibrary Loan and is either lost or
damaged as a result is the responsibility
of the requesting library. If loaned material
fails to return home or is returned with
extensive damage, the requesting library
will be billed a replacement cost and
processing fee. The replacement cost for
most lost / damaged material is typically
$ 59.46* as shown in the breakdown below:

Suspension
of services
All Interlibrary Loan privileges will be
suspended for any library with any of the
following:
- Repeated overdue items
- Repeated lost materials
- Unpaid invoices
Copyright
law compliance
Supplying Materials to Other Libraries
Interlibrary Loan will refuse photocopy
requests from other libraries which do
not indicate copyright compliance (CCL
or CCG).
Interlibrary Loan will refuse requests
for photocopy which it considers to be
in violation of copyright law.
Interlibrary Loan will provide a copy
of the copyright notice from photocopied
material or display the following warning
with every photocopy provided: "Notice:
This material may be protected by copyright
law (Title 17 U.S. Code)."
